The way to reduce the time is to check less. Perhaps you give users the option to choose what to check or rebuild. The downside is that some file with errors is never checked and creates problems for some other process or report.

Well, if you had no Filters, then it wouldn't add any time at all. The additional time would be proportional to the number of Filters being rebuilt and the size of the file being processed.
