Please rename your new specification to have a file name with a maximum of 8 characters. 'AP$rotorooter' will be too long - perhaps change it to 'AP$roto.rot' or 'AP$rotor.rot'.
Specification files will not appear in the data if they have a file extension different than your data. Perhaps 'rot' is the extension of your spec, but not your actual data?
When Payables is open, take a look at the very bottom of the main window. If the Status bar is displayed, you should see your company name and time at the bottom. If so, move your mouse over top of the company name, and to the left will be displayed your Payables data location and file extension. Here's a check to determine where the Payables data is being loaded from.
If either or both the data location or extension differs than what you did for your spec, then move/rename your specification to match. If both are the same, then fine.
I bet that you cannot see the spec you just created because the file name is too long. Note that the Title can be as long as you need, but the file name (seen via Windows Explorer) must be 8 characters or less. Also remember when editing the spec to put something into the Title field from File / Specification Options. This title is what appears in the drop-down when you edit banks or print checks.

As for the help file, it's possible that they weren't installed. During program installation, you can choose not to install the help files. If they are installed, they will be found in the \softrak\apwin directory; apwin.hlp and apwdesgn.hlp are the two files. If you are asked by the program to browse for the help, then look in the \softrak\apwin directory.
