To give the 'quick' answer regarding taxes in Quik Invoice, there are 2 different tax jurisdictions applicable for invoices, by customer and by item. Of course, there will only be one customer tax status applied to an invoice, but there could potentially be more than one item tax status (as this is set for each item).

When tax is calculated, Quik Invoice looks at each item in turn and compares the tax amount based on the customer tax status rate, with the tax amount based on the item tax status rate. Whichever is LOWER will be used as the tax for that item. This comparison is performed for each jurisdiction.

Therefore, you need to take a look at what rates you have set up not only for the items but also for the customer. This could be your limiting factor.

You mentioned that the 3% surcharge was set up as a taxable 'tax jurisdiction', which seems correct to me. That means that subsequent tax jurisdictions (ie GST) is calculated on 103.00 instead of 100.00. I think you need to revisit the rates because 3% surcharge and 7% GST should be handled independantly. If the surcharge is item driven (meaning it doesn't matter about the customer), then your tax types are OK, but you only have to use 3% and 7%; the 'taxable' setting on the surcharge will take care of the rest.

You only need 2 statuses for the customer (taxable and non-taxable) unless you require more.

Just to add to this, you might need a 3rd customer tax status to allow non-taxable customers to have the 3% surcharge applied.
