When importing adjustments, does it append to an existing list or does it overwrite the existing list?

From the Help file about importing adjustments:

Importing Adjustments writes to a transaction list but does not post. You must open the Enter Adjustments function in order to post the adjustments and update the item quantities and/or costs.

Importing always appends to the transaction list. Previous entries do not have to be posted before importing.
