To suppress those rows where accounts don't exists for particular departments, you should use the 'Suppress zero rows' button on the toolbar. This is the one that looks like a red circle and a slash through it.

When you click this button, nothing is suppressed on the design screen; rather the suppression occurs when Printing, Previewing, or Exporting the report. To see what will happen, the easiest thing to do is Preview the report.
