The available defaults for setting up new customers are in the Company Profile and on the Customers tab. At the current time, Tax Status is not an available field to default.
Typcially, status 0 should be the most used tax status and thus would be the default for most of your customers. The tax tables and status setup (in the company profile) typically should be defined so that status 0 is the most-used status.
You could create a 'template' customer with a number such as 'ZZZZZZ' that is put on hold and not active, so that it is not used. Perhaps with an alert as well indicating that this is a template customer. Assign all the default settings you might want for a new customer, such as tax status. Then when creating a new customer, copy this customer 'template' record.
