Here are a couple of things to look at:

- Have you purged Final Billed transactions from the T&D Ledger? This might be a final-billed entry that simply hasn't been purged yet. Note the date of the transaction, in case it's forward-dated. You can do this from the Housekeeping menu in the Time & Billing module.

- Does your TBR data pass an intgrity check? If not, all bets are off, though DIC might be able to fix it. Otherwise it would need a database repair.

- If you print the T&D Ledger report, narrowing the options down so that you don't have to print everything, is there anything 'interesting' about this transaction?

If the transaction has not yet been final billed, there is no reason that it couldn't be included on a bill, even if it had been progress billed in the past. If it has been final billed, it shouldn't even be included for selection in bill entry or generation.

This error isn't listed in the 'common error messages' in the back of the manual, so I am assuming that something 'unusual' has occured here. If you need to follow up here, can you include the type of transaction (Time or Disb), along with any pertinent details (accounting method, progress billed before, etc).
