I have a statement formatted with codes C77-C80 for formatted addressed and was expecting the zip to follow the city state on the address line with customers formatted for address'. What am I overlooking?

Those are the correct spec codes. Have the address lines actually been formatted? When you look at the customer record is the Format address? option turned on and do you see the appropriate City, State/Prov, Country and Zip/Postal fields?

When I use the All spec codes spec provided with sample data and the same release as you, I am seeing the correct results.

Issue resolution...blind me making the wrong selection.
