This is not an Adagio error message - it is being returned by TS or an associated Server application involved in connecting or intitalizing the TS application being requested by the TS client. As you have noted, it is telling you that Adagio cannot be initialized properly at this time.
I cannot say for sure, but it could be due to the connection not being ready (ie other Server processes currently being in use, too much 'traffic' on the communication lines etc) or other types of interference. The fact that this does not occur all the time seems to further imply that this is not an Adagio problem, but something occurring to prevent it from completing the task being requested.
A good place to start looking for causes of these types of errors when running TS from the client would be Google.com. It's an excellent search engine: www.google.com .
Failing that, perhaps Adagio needs to be reinstalled on the Server if the problems continue.
