Apparently this has never been resolved, a fact I find rather odd as this must impact every other accounting software developer as well so one would think that a solution exists. Not only is this an issue with French Canada but it is also an issue (in random testing) with every Regional Setting that uses a comma rather than a decimal to separate dollars and cents (or whatever the foreign currency is called).

What settings are Quebec users using if they want to use a French keyboard and not have this problem?

Most of my French Canadian clients use a variety of regional settings depending on what other issues with software they run into. I am only aware that using the comma in regional settings for the decimal point is the only issue that creates a problem for Adagio. As long as they change the decimal point to a period with a French Canada regional setting they will should be ok. Others use an English (US or Canadian) regional setting and just add the keyboard choices that they want.
Although the comma is the proper symbol for a decimal point in French I haven't experienced a significant backlash to using the period yet.

Thanks for that tip Don, one of our clients in Québec recently called about this issue and I was glad to have an option that was not completely reverting them to English regional settings.

However, it is embarrassing to have to explain that Adagio cannot support our other official language's standard formatting for numbers.
