If you are using the Direct method of sending emails from Adagio, rather than MAPI, then none of the options set in Outlook are used.

We have implemented a 'request receipt' for sending emails from Adagio, but the recipient can always choose not to send it.

I think what Andrew was meaning is that there is no guarantee that every recipient will choose to send back the 'read receipt' request.

I believe what you are looking for is a 'delivery receipt' choice in Adagio, similar to what Outlook uses. Could even these requests ever be denied by the recipient, from their firewall, virus checker, email program, etc? We haven't yet had a request to implement 'delivery receipts' to Adagio, but I can add it to our suggestion list. In the meantime, you could use MAPI instead of direct and have this delivery tracking option enabled in Outlook.
