Resolved - It was a combination of a couple of things. One, the user in question their IT guys changed the group policy they were in and made the server and IP address for them as opposed to a mapped login (wording may not be correct but not an IT guy).

Second, the Setup_RedistribsODV3.exe file was in the WKSETUP folder for Payables but not Inventory so copied over that file and the install went accordingly.
