When I use sample data (which has GL Departments) to create a Distribution Set in AR, and create a new Detail, I am able to tab into the Department field if I have either entered a valid account, either without a Distribution code or with a tax-included distribution code that doesn't have a defined revenue account.

In the Company Profile on the Integration tab, the General Ledger section has an option for G/L departments. You need to have this enabled to get access to the Department field anywhere in Receivables. You cannot enable departments in some places but disable it in others - it is all or none.

I am not aware of any reasons why the Department field would be inaccessible in Receivables, apart from the option mentioned above.
