Thank you for sending the data. Here's what I did. I created a new account 3900 (blank department) and set it as a Retained Earnings account.
When I print the Departments report now, I see all of the original 17 departments on it.
Another workaround would be to use the ExcelDirect button on the Edit Departments window assuming the user has access to the function.
