What version of Payables are you trying to use? Did you just install an upgrade or do anything else to change either Adagio or the workstation?

It may very well be that you installed an upgrade and one or more components for the workstation in fact did not update successfully. Or there is something to do with installation rights to your workstation that did not allow a component to go in correctly. Or various other possibilities. You may want to get in touch with your Adagio consultant for this, as this sort of situation is best resolved with someone able to see what is happening and can investigate your system.
