In the financial reporter, there is a globe-looking button on the toolbar that allows you to toggle on or off the Consolidation option. When Consolidate is Off, then the department drop-down field next to it is active for selection. If the Consolidate button is ON, then the department finder will be inactive and amounts on the statement will be consolidated across all departments.

You mentioned in your question that departmentalized balances are showing but not the consolidated balances as well. Are you trying to show a department balance and the consolidated balance at the same time? If so, it is possible to do but somewhat more involved that either one or the other.
