That was my first thought when I couldn't do it. I just tried again logged in as sys - it says System account in the active users list and I can get the item open and click on sheet 1 or a department but that doesn't select/unselect them and I can't click on the box beside the name either. Up and down arrows work. Selecting fiscal period or items below like expand smartsheet work. Everything works except for selecting or unselecting items in these boxes.
