I think one of the reasons you are getting questions such as the above is that there is a problem with the latest round of service packs. At a client today, after installing the AL service pack, I tried to perform an ALLWKST.EXE install, and I got the same error message, and was forced to cancel the install. The message turned out to be bogus, and everything worked properly.
