It uses the Cost specified in Edit | Company Profile | Quotes | Cost to use at the bottom of the dialog.

There is an Update item information and pricing on the Copy quote dialog, but my guess is that you want to be able to update all the Quotes in a single operation? If this was done, would you want the quote number to be incremented if the pricing was changed? How would you specify that a Quote was not to have its pricing changed under any circumstances?
