When a customer is on hold, creating an order for that customer automatically puts the order on hold, and you cannot change an order to not be on hold if the customer is. On hold orders will not commit quantity to being on sales order for inventory, and there is no over-ride option to allow this - an on hold order is not really outstanding.

Once the customer has been taken off hold, and the order taken off hold, then the quantity will appear as committed to a sales order for inventory.

If you want to see a list of orders that are on hold, the Order List report in OrderEntry allow selecting just the on hold status when the rpeort is printed.
