Is it possible that they have restored from an older backup than what they thought? Or, perhaps restored over top of existing data files? Something thinks that an 'upgrade' is necessary, and this only normally occurs under the previously noted circumstances. This is all I can think of.
My suggestion would be to contact our Database Repair department for an estimate. (Tech support would not be able to help you in this respect.) Our DBR dept. will require the data in order to do this, and may be able to tell you what has occurred. The fact that the DIC is clean is not always indicative of all possible data conditions being stable. If in fact, there is no problem with the data, there would be no charge.
Certainly, you can restore SA data from the end of last month and, if they keep OE History, you will be able to use SA's Scan option to get this month's data from OE into SA (if this is the source of the problem).
