Adagio OE can add new IC items on the fly while entering an Order, whether they are Non-stock or not (as long as you have a User-specified costing method setup for one of your Account Sets in IC). You can either click on the New Button in the detail screen to add it, or just enter the new number into the Item field on the detail screen - Adagio will then issue a prompt to confirm whether you want to create a new item or not after telling you it cannot find the item entered!

From there, you are taken to the Add New Item area to enter the applicable information for this item.

This would work for Consulting fees and other types of hourly charges as well, but you would likely have to have fractional quantities setup in IC as well.
