I am running ledger 9.0, when i open the financial report i do not get the option to view my financials for a prior year.

You need to reset your toolbars in order to see the Fiscal Year drop-down field. Go to View/Customize, and on the Toolbars tab, highlight the View toolbar and click the Reset button. You should see 2 new buttons - the fiscal year and a 'show year end adjustments' button.
