It looks like the culprit in this case is that when updating the Reorder data for an item, the first 'reorder date' isn't being saved correctly. And the Overstocked Items report sees this date as blank and thus doesn't select the item for printing.
Thanks for bringing this to our attention - we hope to get this fixed for our next service pack which is just around the corner.
