You're right! I went back and tried it both ways. Deleting a Customer in OE will delete the Ship To but deleting a Customer in AR will not.
The good news is that Receivables 9.0 will solve this problem because the ability to add/edit Ship To addresses will be moved to the AR module where it really belongs. This is one of more than a hundred changes coming in Receivables 9.
