From Email setup, if you use the Test Email button, an Office Dialog should prompt you that a program is trying to access outlook and give you an option to Allow.

If that prompt is not coming up, then you might check if your AntiVirus has any settings to protect MAPI email.

I am running Outlook 2016 and MAPI does work for me.
