OE is still a v8 module and its reports don't use the Crystal installed by the CRRuntime... in the Softrak\System\CR_installcommon folder.
Knowing the answers to Andrew's questions could be very useful in helping us troubleshoot your problem. If there was a problem with the earlier Crystal print engine, reinstalling OE should resolve that so I think there is something else occurring there.
