Do you use Ship-to addresses for customers? Tax groups and Tax statuses can be assigned there, differently than customers, and when a ship-to code is used on an OE order, the tax group/status from there will over-ride whatever is set for the customer.

If this is your scenario, you need to edit the ship-to addresses to ensure that the correct tax group/status is there.

If a customer does not have a ship-to address code on the order, then the tax group/status comes from the Customer record directly.
