IC is updated in real time when the PO is posted to the extent that the Qty on PO is updated, and the Update 2nd Cost To field from the Runtime Variables 1 is also updated.

When the Receipt is posted, IC MRC and both Qty on Hand (inc'd) and Qty on PO (decr'd) are updated. This is when the cost of the item(s) becomes more of a reality. Some items on POs are never received and, therefore, shouldn't be affecting IC costing at all which is the way it is now.

However, remember that, if on your Runtime Variables 1 you have Update Cost 2 set to, say Cost 1 or Cost 2, when you post the PO itself, this field will be updated with the cost from the purchase order when it is posted. You could track the information this way.
