As mentioned in the earlier post, it's stored in the Windows Registry. To see where this workstation loads Ledger help from, go to:
HKEY_Local_Machine / Software / Softrak Systems / Adagio Ledger
key: HelpDirectory

If the key is the path you indicated, then something else is a problem that we are not aware of. You may want to try re-running the workstation setup for Ledger.

Do other workstations that have access to Adagio Ledger exhibit the same problem?
