Is there a way to set up a reoccurring (monthly) journal entry?

Create an Archive Batch with the entries you require. Retrieve the Archive batch at the beginning or end of each month.

Don't be deterred by the term "Archive" which makes it sounds like you're storing the batch away never to be seen again. Think of it as "Recurring/Archived batches".
