We are currently using Sales CQ V9.2B(201006). While the email tests work the information is not being held on the Email Setup screen when we exit the program and log back in.
Order Entry V9.3A(210927) the email setup is testing correctly and the settings are being held on a per user basis.
Curious support as to why this is happening.

Thanks for letting us know. It's a known problem with SalesCQ incorrectly sharing the email setup file with OrderEntry, and this has already been fixed for the next release of SalesCQ.
