Is it possible to set the "Process 1099/T5018" to a specific option for all new vendors as opposed to have it on "None"?

No but this would be a good Wish List campaign request.

Sorry, the current answer is "no", but it is a good suggestion.

In the interim, you might consider creating a Filter that displays just the Vendors without 1099 processing enabled for a quick check of the list.
