Yes, there is a problem occurring here. For one part of the distribution of the timecard cost entry, JobCost is incorrectly reading the Burden Allocated account from the Company Profile. And, if that account is blank as it is in your case, no GL account-department is sent to Ledger for that part of the distribution only.
