When I look at the AR8.x data you sent and add the Active field to the Customers grid, I can see that all of the customers were made inactive 'before' the data was converted to AR9.
How did this happen? While I can't say for sure in this case, in AR8.x, you would have have to either edit each customer and make them Inactive or there is an Active? field within the Import | Customers function. It's possible that during an import this field was set to make the customers Inactive.
