The upgrades are the full program with all files and functionality. The only difference is that during the installation you will have to provide both the upgrade install serial number and code and the same info from your original modules (just to prove you are entitled to install the upgraded version).

Service packs, the other hand, require that the correct version of the appropriate module be installed first; they only change the files needed to fix problems.
