We had another client report this error. It was showing the error in each of the modules that were attempted to be opened. The loading messages in the bottom left hand corner would get to 'checking missing data files' and then pop up 'Critical error: [1011] insufficient rights to create file in data directory' error message. In this case it wasn't a rights issue, it was a missing SD file; SDRPST’*. Removing/renaming the corresponding file SDRPST’I, and having the program re-create both was the solution.
