You haven't said what version(release date) of Ledger you are using. However, if Rebuild hasn't worked and you've run the DIC/Rebuild a few times already, you'll either need to do a clean restore from a prior backup or seek a database repair (in which case, we'd required the version/release being used, the pre-Rebuild data and there is a charge for the service).
