Hello:
There should not be a QRASP folder on your local computer. Tech Support asked you to check if one existed as a diagnostic step. If it had existed, that would have indicated that the recent installation was inadvertently done to C: rather than to F:. It looks as if that isn't the case though.
I would delete the C:\QRASP folder and then proceed with your plan to re-install the update. There is no problem to re-install even though you subsequently applied the Service Pack. Once that is done, you can reinstall the Service Pack again.
